Updated child car seat safety regulations come into force

    StarBuzz Weekly, Toronto-OTTAWA — The Honourable Leona Aglukkaq, Minister of Health, on behalf of the Honourable Denis Lebel, Minister of Transport, Infrastructure and Communities, today announced that updated child car seat safety regulations come into force on January 1, 2012.

    “As a mom, I want to have confidence that my child is secured in the safest car seat available,” said Minister Aglukkaq. “When these new regulations come into force on January 1, child car seats sold in Canada will meet Canada’s highest testing standards and therefore will be as safe as possible.”
    The updated regulations are part of a regular process of reviewing child safety standards while using the most up-to-date technology available for testing. The updates include aligning elements with those in the United States and incorporating specific Canadian testing requirements. The major changes include:
    ·        a new testing requirement using a three-point seatbelt to secure car seats in vehicles;
    ·        changes to child seats’ dynamic testing to adopt most of the U.S. testing parameters;
    ·        changing the definition of an infant from 9 kg to 10 kg;
    ·        an increase in the maximum allowable weight limit of child seats from 22 kg to 30 kg;
    ·        introducing dynamic testing requirements for booster seats; and
    ·        allowing harnesses to be certified for use on school buses by special needs children.
    “Today’s demonstration was a good reminder for Canadian parents to make sure that their child’s car seat is installed according to the manufacturer’s instructions and to ensure that their child is buckled in correctly every time,” added Royal Galipeau, MP for Ottawa—Orléans.

    Parents should be aware of the guidelines for child seats, ensure that their child is in the seat appropriate for his or her size, and ensure that seats are installed and used properly. More information can be found on Transport Canada’s Keep Kids Safe Web page at www.tc.gc.ca/eng/roadsafety/safedrivers-childsafety-car-time-stages-1083.htm.

    There is no need to replace a child seat as a result of these new standards. However, a child car seat should be replaced if it was installed in a vehicle involved in a collision. If the shell or materials on the seat are ripped or damaged, it should be replaced. Parents should also check the expiry date of the seat and be sure to replace it when it reaches that date.
    These new regulations were published in the Canada Gazette, Part II, on May 12, 2010, giving manufacturers ample lead time to ensure that there were no supply disruptions to consumers while any necessary changes were made to meet the new regulations as of January 1, 2012. Given that previous regulations have provided a high level of safety for children for many years, current child car seats will continue to provide excellent protection throughout their useful life.

Harper Government Announces Major New Investment in Health Care “Federal health care funding will increase from $30 billion in 2013-14 to $38 billion in 2018-19”

    Boxing Week Preview at Sears.ca! Check out the savings at Sears.ca! StarBuzz Weekly, Toronto- The Honourable Jim Flaherty, Minister of Finance, today announced a major new investment in health care. The new investment in health care will see funding grow to record levels from $30 billion per year in 2013-14 to $38 billion per year in 2018-19, for a total investment of $178 billion in health care over the five-year period.
    “Our Government is committed to a publicly funded, universally accessible health care system, which is a source of great pride to all Canadians,” said Minister Flaherty. “We all depend on our health care system and we all want it to be there when we need it. Today’s investment increases federal funding for health care to new record highs, and ensures funding for our health system is balanced and sustainable.”

     From 2006-07 to 2011-12, support provided through the Canada Health Transfer (CHT) to the provinces and territories in Canada has reached record highs, increasing by almost $7 billion, or nearly 34 per cent overall. Today’s announcement means federal support for health care will now continue to grow every year beyond the record levels the federal government has already invested.

    “Our landmark investment means health care funding will continue to grow at record levels and in a fiscally sustainable manner. This investment will help ensure our health care system is there when Canadian families need it,” noted Minister Flaherty.

    The Government also confirmed the Canada Social Transfer (CST) will continue to grow at its current rate of 3 per cent annually in 2014-15 and beyond, Equalization will continue to grow in line with gross domestic product, and Territorial Formula Financing (TFF) will continue to grow based on its current formula.

    The CHT and CST will be reviewed again in 2024.

    Federal-provincial-territorial officials will continue to review the technical aspects of Equalization and TFF to ensure the proper functioning of these programs. Upon renewal, both programs will be legislated out to 2018-19.

    The Government also announced that major federal transfers will reach a new all-time high of almost $59 billion in 2012-13—this figure reaches almost $60 billion once total transfer protection is included. The Government has extended temporary total transfer protection another year to assist provinces and territories in transitioning through current economic challenges.

Self vs Self-Esteem

    Shweta Nagpurkar
     Saxena,

    Australian Accredited
    Trainer/ Writer

    Humans are the creator of their own life. We and only we can make or break our self-esteem. Many Psychological researches/ surveys have shown that people tend to impede their own self-esteem and continue to live with this mental conditioning.
    Needless to say, world will treat you as you treat yourself. Thus, it becomes very crucial that you build-up a strong and positive self-esteem. Also, need to respect your efforts poured in mushrooming it.

    Here is a questionnaire to help you introspect and understand the way you treat your self-esteem:
    1. Are you able to take the praises gracefully?
    2. Are you into constant habit of ‘self-pity’ or being in the question zone of ‘why me’?
    3. When in a group, do you deliberately criticize yourself and feel upset when others nod in agreement?
    4. Do you socially make fun of your own habits/ personality traits, life or behavior?
    5. Do you emotionally feel secure on receiving unessential sympathy from others?
    6. Does your self-worth vary or depend on how people rate you?
    7. Do you feel over-shyness when treated special for the deserving reasons?
    8. Do you treat yourself as either judge or victim in almost every situation of life?
    9. Do you knowingly allow yourself to be vulnerable because you presume that is the best way to remain socially acceptable?
    10. Do you find yourself over-compromising on your values irrespective of whether the same is demanded or not from you?
    If you answer is ‘yes’ to the 5 or more questions, you have a lot of work to do on your self-esteem.
    Self-esteem is what you create and maintain in order to develop and succeed in life. It is your self-image and self-worth. Parenting and childhood conditioning has a major role to play in it. One’s values, norms, religious teachings and learning also contributes to a great extent. And thereby, the result of this self-esteem in seen in one’s attitude, behavior, thinking, personality, emotional balancing and perception towards self and others.

    Here are few vital tips to enhance your self-esteem:
    1. Make sure that your ‘self-talk’ is consistently positive.
    2. Become a self- motivator and not destructor.
    3. Enjoy feeling proud about your achievements and strengths.
    4. Empower yourself in the known weak areas.
    5. Develop the habit of cross-checking the criticism you get with the people closely connected to you.
    6. Refrain from encouraging self-pity any further. The fact that you have reached at this stage of life, auto-proves that you are capable of:
                                     i.            Strongly handle yourself.
                                   ii.            Accept challenges and overcome.
                                  iii.            Move on if and when needed.
    1. Every Sunday night, grab 15 minutes for self-analysis and go through this checklist every time.
    2. Keep a constant check on your thoughts, self-perception, behavior and self-attitude. Pledge, none of these should be allowed to harm you any further.
    Magic happens in over-night only in fantasies. However, to make them happen in reality, consistent efforts and faith in self is required.
    So, Readers, celebrate the birth of a new self-esteem!

Open Letter from Liberal Environment Critic Dr. Kirsty Duncan on Climate Change

    December 8, 2011Dear fellow Canadians,

    The world has gathered in Durban, South Africa, to tackle our planet’s most pressing environmental issue, and the conference carries enormous stakes for our country, the world, and future generations. At a moment like this we need to be taking a constructive leadership role, but instead the Conservative government has done nothing more than further damage Canada’s reputation on the world stage.

    Climate change is perhaps the defining issue of our generation and will profoundly affect our economy, health, lifestyles and social well-being. My work on the Nobel Prize-winning Intergovernmental Panel on Climate Change has taught me that climate change requires moral and intergenerational responsibility, and how we respond will define the world in which our children and grandchildren live.

    Canada knows climate change wake-up calls. For example, the 1998 ice storm, which cost $5.4 billion, and the 1996 Saguenay flood, which cost $1.7 billion. Worldwide, countries know the challenge–particularly the Maldives which lie only 1.5 metres above sea level.

    We must listen to leaders of small island states who remind us that climate change threatens their very existence. Recently, the island nation of Kiribati became the first country to declare that climate change is rendering its territory uninhabitable and asked for help to evacuate its population. Climate change is not just an environmental issue, but rather a human rights issue–the right to live. Climate change is also an international security issue and a justice issue. That is, the ones who are suffering most have the least responsibility for it. In any struggle, we must listen to the frontlines because if the international community cannot save Kiribati and the Maldives, down the line it will not be able to save itself.

    Canadians should be deeply concerned about the government's abdication of leadership on issues related to climate change, specifically its performance in meeting international climate commitments; setting science-based emissions targets; developing incentives for low-carbon technologies; reducing greenhouse gas emissions; and putting in place adaptation measures necessary to respond to the risks of climate change. Canadians should also be critical of the Conservatives who, upon coming to power, immediately killed Project Green, a comprehensive climate plan put in place by the previous Liberal government. Independent third-party stakeholders state that the plan would have allowed Canada to come close to meeting its Kyoto targets.

    Tomorrow is the end of the Durban conference. There is an absolute urgency, first, as the Kyoto Protocol comes to an end in 2012, and second, as the world tries to hold the average climate warming to just 2°C, the threshold associated with dangerous climate change. Yet, this government has only now taken a dramatic position to try to save face. Unfortunately, they cannot hide from their record of having reduced greenhouse gas emissions targets by 90%, and hurting our international reputation by signalling withdrawal from our international climate obligations.

    The Conservative government must realize our home, the planet Earth, is finite. When we compromise the air, water, soil and the variety of life, we steal from the endless future to serve the fleeting present. The time for government action is now. If we want to ensure a healthy planet for our children and grandchildren, we simply cannot afford to wait.
