HARPER GOVERNMENT INVESTS IN BURLINGTON’S ECONOMY AND JOBS

Public Infrastructure Investment to Rehabilitate Burlington Lift Bridge
www.insurancerate.com StarBuzz Weekly, Toronto-HAMILTON, Ontario, January 17, 2012— Mike Wallace, Member of Parliament for Burlington, on behalf of the Honourable Rona Ambrose, Minister of Public Works and Government Services and Minister for Status of Women, today announced that the Government of Canada is undertaking a significant rehabilitation and maintenance project on the Burlington Lift Bridge, as part of Canada’s Economic Action Plan.

“The Burlington Lift Bridge is a critical part of regional, provincial and national infrastructure, serving thousands of Canadians daily, and providing substantial local and regional benefits,” Mr. Wallace said. “This project will replace the components that control the lift system of the bridge, ensuring the continued safety and functionality of this important transportation link.”

“The top priority of our Government remains the economy,” said Minister Ambrose. “Through our investments in public infrastructure, we are not only creating jobs across the country but also ensuring safe access to these structures for the public.”

The four-lane Burlington Lift Bridge, completed in 1962, spans the Burlington Bay Canal, which connects Lake Ontario to the Port of Hamilton. In addition to providing a highway link between Burlington and Hamilton for thousands of commuters a day, the lift function of the bridge allows commercial marine traffic to move freely from Lake Ontario to thePort of Hamilton. The bridge is also used by cyclists and pedestrians and is a designated provincial emergency response route.

The major electrical systems that control the lift function of the bridge are near the end of their service life. As a result, the drive motors, bridge control systems and wiring systems will be replaced.

Public Works and Government Services Canada (PWGSC) will be conducting a fair, open and transparent process for selecting contractors to undertake the project. The process will be conducted through the Government Electronic Tendering System (MERX). The design contract is expected to be awarded in early February. When the design work is completed, PWGSC will post a Request for Proposals for a contractor to complete the rehabilitation and maintenance work.

An open letter from the Honourable Joe Oliver, Minister of Natural Resources , on Canada’s commitment to diversify our energy markets and the need to further streamline the regulatory process in order to advance Canada’s national economic interest.

StarBuzz Weekly, Toronto-Canada is on the edge of an historic choice: to diversify our energy markets away from our traditional trading partner in the United States or to continue with the status quo.

Virtually all our energy exports go to the US.   As a country, we must seek new markets for our products and services and the booming Asia-Pacific economies have shown great interest in our oil, gas, metals and minerals. For our government, the choice is clear:  we need to diversify our markets in order to create jobs and economic growth for Canadians across this country.  We must expand our trade with the fast growing Asian economies. We know that increasing trade will help ensure the financial security of Canadians and their families.

Unfortunately, there are environmental and other radical groups that would seek to block this opportunity to diversify our trade.  Their goal is to stop any major project no matter what the cost to Canadian families in lost jobs and economic growth. No forestry.  No mining.  No oil.  No gas. No more hydro-electric dams.

These groups threaten to hijack our regulatory system to achieve their radical ideological agenda.  They seek to exploit any loophole they can find, stacking public hearings with bodies to ensure that delays kill good projects.  They use funding from foreign special interest groups to undermine Canada’s national economic interest. They attract jet-setting celebrities with some of the largest personal carbon footprints in the world to lecture Canadians not to develop our natural resources.  Finally, if all other avenues have failed, they will take a quintessential American approach:  sue everyone and anyone to delay the project even further. They do this because they know it can work.  It works because it helps them to achieve their ultimate objective: delay a project to the point it becomes economically unviable.

Anyone looking at the record of approvals for certain major projects across Canada cannot help but come to the conclusion that many of these projects have been delayed too long.  In many cases, these projects would create thousands upon thousands of jobs for Canadians, yet they can take years to get started due to the slow, complex and cumbersome regulatory process.

For example, the Mackenzie Valley Gas Pipeline review took more than nine years to complete.  In comparison, the western expansion of the nation-building Canadian Pacific Railway under Sir John A. Macdonald took four years.  Under our current system, building a temporary ice arena on a frozen pond in Banff required the approval of the federal government.  This delayed a decision by two months.  Two valuable months to assess something that thousands of Canadians have been doing for over a century.

Our regulatory system must be fair, independent, consider different viewpoints including those of Aboriginal communities, review the evidence dispassionately and then make an objective determination.  It must be based on science and the facts. We believe reviews for major projects can be accomplished in a quicker and more streamlined fashion.  We do not want projects that are safe, generate thousands of new jobs and open up new export markets, to die in the approval phase due to unnecessary delays.

Unfortunately, the system seems to have lost sight of this balance over the past years.  It is broken.  It is time to take a look at it.

It is an urgent matter of Canada's national interest.

    The Hon. Joe Oliver
    Minister of Natural Resources

    www.insurancerate.com
StarBuzz Weekly, Toronto-EDMONTON – Prime Minister Stephen Harper today announced support for Helmets to Hardhats, a program that will help provide Veterans, Canadian Armed Forces members and Reservists access to a range of careers within the construction industry, including apprenticeships in various building trades.

“Our Government is working hard to provide our dedicated military personnel, past and present, with the care, services, and financial support they need and deserve,” said Prime Minister Harper.  “We are truly proud to be part of the Helmets to Hardhats program which will help provide jobs and training opportunities for our brave Veterans, members of the Canadians Armed Forces and Reservists interested in transitioning to a career in the construction industry. The program will promote employment and economic growth while helping to meet labour needs in this sector.”

Helmets to Hardhats, a partnership with Canada’s Building Trades Unions, is an innovative partnership that brings union, private and public sector resources together to provide Veterans, members of the Canadian Armed Forces and Reservists with exclusive access to jobs and training opportunities in the construction industry, including administrative, engineering, human resources and onsite positions. The program will also stimulate growth by helping fill the much needed employment gap in the construction industry.

Candidates will be able to access information about careers and apprenticeships by telephone and from a newly developed Web site beginning in the spring of 2012. Veterans will be able to use the Helmets to Hardhats Web site to identify opportunities that interest them, and match their skill sets in the construction industry.

The Helmets to Hardhats program builds on existing programs under the New Veterans Charter which provides Veterans with the necessary support as they make the change from military to civilian life.

NEW YEAR’S HIT TO JOB CREATORS RINGS IN HUDAK SMALL BUSINESS ACTION PLAN

StarBuzz Weekly, Toronto-QUEEN’S PARK – The latest blows to small businesses from the McGuinty government make the Ontario PC Small Business Jobs Plan more timely than ever, Small Business and Red Tape Critic Todd Smith said today.

Smith’s comments follow the January 1 imposition of a new Workplace Safety and Insurance Board (WSIB) payroll tax for staff, managers and business partners in the construction industry – and an across-the-board two per cent payroll tax hike on all other WSIB sectors – which small business leaders have said will result in higher prices, job cuts and business bankruptcies.

Ontario small businesses – the backbone of our struggling economy – are saying enough is enough from the McGuinty government,” Smith said.

Job creators are already reeling from a mounting red-tape burden, rising Hydro rates, a higher dollar harming exports, mounting fears of another credit downgrade for Ontario and a likely about-face by the Premier on business tax rates, Smith noted.

“And now this. Our businesses need to know that Tim Hudak and the Ontario PC Party are in their corner, with a comprehensive Small Business Jobs Plan to help them do what they do best: create jobs and grow our economy.”

Key elements of the Ontario PC Small Business Jobs Plan include:

    ·       a formal, impossible-to-ignore voice for small business in any new legislation or regulation that affects our economy
    ·       legislation to ensure fast, efficient, customer-friendly government service standards for small businesses
    ·       opening opportunities for small businesses to compete for government contracts
    ·       a reduction of the regulatory burden facing small employers by one-third over three years
    ·       the appointment of a Minister Responsible for Red Tape Reduction
    ·       giving small businesses a choice over mandatory “smart meter” energy pricing, and
    ·       the enactment of a Small Business Bill of Rights enshrining all of the above

Smith said that his Party’s Small Business Jobs Plan was just one of the Ontario PC Caucus’ constructive policy ideas for turning Ontario around: “Others include a mandatory public sector wage freeze, modernizing Ontario’s apprenticeship system, a top-to-bottom review of all spending areas, an end to corporate welfare and the introduction of alternate service delivery, to name just a few.”

All constitute a refreshing alternative to a McGuinty government that demonstrated over the fall of 2011 that it has run out of steam, Smith added.

“So if this Premier is also out of ideas – as he so plainly is – he is welcome to ours.”

Conservative Tax Hikes Take a Bite Out of the Economy in 2012

    www.insurancerate.com

StarBuzz Weekly, Toronto-TORONTO– The Conservative government’s New Year's Day increase to Employment Insurance premiums will slow economic growth, hurt job creation and squeeze family budgets, said Liberal Leader Bob Rae today.

“I would have thought that in 2012 the Conservatives would be focused on the economy and jobs, jobs, jobs, but starting the year with a $600 million EI premium increase clearly demonstrates their priorities lie elsewhere,” said Mr. Rae.  “The Department of Finance has already slashed Canada’s 2012 economic growth forecast 25% from the projections it made a year ago, and tax hikes like this are no way to turn this trend around.”

This will be the second year in a row that the Conservatives have hiked EI premiums.  As a result the average worker will pay almost $100 more this year than in 2010, and many employers will pay up to $130 more for each person they keep on staff.

“The cruel irony is that while the Conservatives are charging Canadians more for Employment Insurance, they are slowing down EI processing times so that today there are about 400,000 unemployed Canadians on a growing waiting list,” continued Mr. Rae.  “There are 600,000 fewer full-time jobs in Canada than there were before the recession, and Canadians deserve to know that the insurance system they paid into will be there for them if and when they need it.”

Family wallets will also be squeezed by increasing household debt levels which have grown 55%–more than half a trillion dollars–since Stephen Harper became Prime Minister.  This prompted the International Monetary Fund to issue a warning last week that any economic shock, such as a decline in commodity prices, “could result in significant job losses,” and “a protracted period of weak private consumption as households reduce their debt.”

“Unlike the Conservatives, the previous Liberal government lowered EI premiums 12 years in a row saving workers and their employers $59 billion over that time. As Canadian households face record levels of personal debt it makes no sense to take even more money out of the monthly family budget with yet another EI tax hike,” concluded Mr. Rae.

Canada-India Free Trade Talks Moving Forward

StarBuzz Weekly, Toronto-Third round of talks underway in Delhi toward an ambitious trade agreement that will benefit Canadian businesses, workers and their families

The Honourable Ed Fast, Minister of International Trade and Minister for the Asia-Pacific Gateway, and the Honourable Bal Gosal, Minister of State (Sport), welcomed the third round of Canada-India free trade negotiations taking place in Delhi from December 13 to 16, 2011. Minister of State Gosal highlighted the progress being made in an update to the Indo-Canadian community in Brampton today.

“A Canada-India trade agreement has the potential to boost Canada’s economy and create jobs and economic prosperity for hard-working Canadians,” said Minister of State Gosal. “Our government is committed to building on our already strong ties with India to create a partnership that will lead to new opportunities and stronger economies in both countries."

“As agreed with my counterpart, India’s Minister of Commerce and Industry Anand Sharma during my trade mission to India, our two countries are committed to an ambitious schedule for negotiations,” said Minister Fast from Geneva, where he is attending the Eighth World Trade Organization Ministerial Conference. “Discussions are advancing and Canada is aiming to conclude negotiations in 2013, and unlocking the benefits of free trade for Canadian businesses, workers and families.”

Prime Minister Stephen Harper and Prime Minister Manmohan Singh of India announced the start of free trade negotiations during the G-20 Summit in Seoul, South Korea, in November 2010. The joint announcement and visit to India by Prime Minister Harper in 2009 underscore the dedication of both countries to meeting a mutual goal of tripling bilateral trade to $15 billion annually by 2015.

The Canada-India Joint Study Report concluded that free trade could boost Canada’s economy by at least $6 billion, increase bilateral trade with India by 50 percent and directly benefit Canadian businesses and workers in sectors ranging from primary agricultural, resource-related and chemical products to transport equipment, machinery and equipment, and services.

Over the last five years, Canada has concluded new trade agreements with nine countries and is holding ongoing negotiations with close to 50 others. This includes current free trade negotiations with the European Union, Canada’s most significant trade initiative since the signing of the North American Free Trade Agreement.

For more information about the Comprehensive Economic Partnership Agreement negotiations, please consult Canada-India Free Trade Agreement Negotiations.

CANADA AND U.S. AGREE ON JOINT ACTION PLANS TO BOOST SECURITY, TRADE AND TRAVEL

7 December 2011, Prime Minister Stephen Harper meets with U.S. President Barack Obama in the Oval Office at the White House prior to announcing the Border Action Plan

7 December 2011Prime Minister Stephen Harper and Barack Obama, U.S. President, announce the Border Action Plan

StarBuzz Toronto: WASHINGTOND.C. – Prime Minister Stephen Harper and U.S. President Barack Obama announced today that Canada and the United States have agreed to implement two action plans designed to speed up legitimate trade and travel, improve security in North America, and align regulatory approaches between the two countries.

“Billions of dollars worth of goods and hundreds of thousands of people cross our shared border every day,” said Prime Minister Harper.  “Moving security to the perimeter of our continent will transform our border and create jobs and growth in Canada by improving the flow of goods and people between our two countries.

The Action Plan on Perimeter Security and Economic Competiveness focuses on four areas of cooperation: addressing threats early; facilitating trade, economic growth and jobs; integrating cross-border law enforcement; and improving critical infrastructure and cyber-security.

We are pursuing an ambitious global trade agenda, while at the same time ensuring enhanced access to the United States, our largest and most important trading partner, said Prime Minister Harper.  “Together, these agreements represent the most significant step forward in Canada-U.S. cooperation since the North American Free Trade Agreement.”

The Action Plan on Regulatory Cooperation will help reduce barriers to trade, lower costs for consumers and business, and create economic opportunities on both sides of the border. It identifies 29 initiatives where Canada and theU.S. will align their regulatory approaches in the areas of agriculture and food, transportation, health and personal care products, chemical management, the environment, and other cross-sectoral areas, while not compromising our health, safety or environmental protection standards.

“This Action Plan on Regulatory Cooperation will break down regulatory barriers and will make it easier for our firms and manufacturers to do business on both sides of the border,” added the Prime Minister.

The two action plans respect the sovereignty of both countries and specify they will work together to promote the principles of human rights, privacy and civil liberty essential to the rule of law and the effective management of our perimeter.

As the action plans are implemented, the Government will consult with Parliament and Canadians and keep them informed of progress.

Detailed backgrounders on each area of cooperation and what the initiatives will mean are available at www.borderactionplan.gc.ca.

170-year old Shakespeare book could fetch Rs One Crore

StarBuzz Weekly, Toronto-  - An antique 170-year-old book – the complete works of William Shakespeare, which is up for sale could fetch up to Rs One Crore, said Dj Jenny D who is anchoring a show for a TV channel that talks about such exotic and esoteric items.
The original owner of the book – an advertising professional and a resident of Lokhandwala in Mumbai preferred to remain anonymous, but said that he was the proud owner of the book which has been handed down to him from generations. “In all probability this book is a family heirloom and my great grandfather must have purchased it almost over a 100 years ago, says the 50 plus collector who has a huge collection of old newspapers having historical headlines like a copy of the Times of India the day Mahatma Gandhi was assassinated. He has a collection of various other old newspapers like the first landing of man on the moon, Jawaharlal Nehru’s death, Indira Gandhi’s assassination, etc. He also owns copies of all Femina editions of the Miss India pageant and various other old copies of Time and Newsweek.

The super book though is not in a pristine condition. “Unfortunately, its cover is torn and the pages have faced the wear and tear of time. The pages have become brittle which is not surprising given the fact that the book was printed in 1841 and has seen the changes in the weather, atmospheric changes and pollution which has taken a great toll on this antique piece of literature which can almost be considered as a relic,” said Dj Jenny D, explaining that the book has original lithographic prints and designs which were used during that period. The owner of the book is trying to officially authenticate the actual age of the book by using a Carbon dating technique, but though has he has knocked on the doors of many laboratories they have all turned down his request. The Forensic and Chemical Laboratory at Kalina in suburban Mumbai which does such tests refused to test the book on the grounds that they only work on Government assignments (like murder cases or drug testing and identification in Narcotics cases) and cannot take on assignments from civilians, said Dj Jenny D.
The Bhabha Atomic Research Centre or BARC which is also equipped to test such samples also refused to entertain the book collector on some what similar grounds. His last recourse seems to be the Indian Institute of Science in Bangalore and he is hopeful that the IIS will help him.
